Windows · local-first · South African public tenders
Every deadline, returnable and page in one bid file.
TenderMate reads the tender pack on your own computer. It finds the closing time, the
compulsory briefing, the forms the buyer expects and the documents you must attach — and
shows the sentence and page each answer came from.

14SBD and MBD forms drafted from what the pack and your registry already state

(01) What it checks
The work before the bid, not another alert.
Tender discovery is crowded. TenderMate starts where the listing ends: after you decide to
bid, when eleven documents, four dates and a form set have to agree with each other.
The pack, read properly
Digital PDFs, Word files and spreadsheets are read locally. Scanned pages are read with
the OCR engine already built into Windows. Every fact keeps its file, page and exact
sentence, so you can check the claim instead of trusting it.
Your compliance papers, monitored
CSD, SARS TCS PIN, B-BBEE, COIDA, CIPC, CIDB, municipal clearance, insurance and the
rest, each with an expiry and a reminder. If a certificate's own pages state an earlier
expiry than the one you typed, the earlier date wins.
Returnables, matched and honest
Every document the tender demands is matched against your registry. The state says
present, expired, missing or “matched but no file attached”. A tick only
counts when a person made it and the evidence is still valid.
Forms that start filled in
Drafts for the full SBD and MBD family — 1, 2, 3.1, 3.2, 3.3, 4, 5, 6.1, 6.2, 7.1,
7.2, 7.3, 8 and 9 — built from your registry and the pack. Prices, declarations and
signatures stay yours to complete.
Dates that disagree, shown
Addenda are tracked. When two documents state different closing or briefing dates and
neither says what replaced what, TenderMate shows both with their pages and refuses to
pick one quietly.
A submission bundle you can check
Export copies only the documents that are present, unexpired and actually matched, with
a manifest of gaps, forms still to complete and warnings. Nothing is signed or sent.
(02) How it works
Four steps, and one of them is reading.
01
Put your papers in one place
Company details and certificates go into the registry once. Files are copied into
local storage and mirrored into ordinary folders you can open in Explorer.
02
Find a tender worth bidding
Discover syncs the National Treasury eTenders feed. One button downloads the listed
documents, analyses them and adds the tender to your list.
03
Work through the gaps
Readiness shows what is missing or expired before submission. Eligibility gates stay
unknown when the registry cannot prove them — never a silent pass.
04
Assemble and hand over
Export the bundle, complete the pack's own forms, record the submission reference and
receipt. The audit trail stays with the tender.
(03) What it won't do
Honest limits, written down.
A tool that guesses in a tender is worse than no tool. These are deliberate boundaries, not
missing features.
It does not submit, sign or certify anything. It records what you did and
keeps the receipt.
It does not decide which conflicting date is legally correct. It shows
both, with the page, and lets you judge.
It does not invent a value your papers cannot prove. Turnover, years of
experience and professional registrations stay unknown until you record them.
It does not score your technical proposal. That is a human judgement, and
pretending otherwise would be dangerous.
It does not upload your documents. There is no account and no cloud
storage. The optional AI read is off by default and can run entirely on your machine.
(04) Download
TenderMate 0.48 for Windows
Extract the folder, double-click TenderMate.cmd, and your browser opens the
app. Keep the small black window open while you work — closing it stops TenderMate.
The app is not code-signed, so Windows may show “Windows protected your PC”.
Choose More info, then Run anyway — and only if you know where the file
came from.

Only for Discover and updates
Your records live outside the app folder, in
%USERPROFILE%\TenderMate and %LOCALAPPDATA%\TenderCopilot,
so replacing the app never touches them. Updating to 0.48 from the earlier name moves
your existing folder across once, by itself.
(05) Questions
The ones that come up first.
Does my company data leave this computer?
No. The database, documents and page images stay in your Windows user folders. Discover
fetches public tender listings; an update check reads one small JSON file. Neither sends
anything about you or your documents.
Is the AI read required?
No, and it is off until you turn it on. The default is a local model you run yourself, so
nothing leaves the machine. If you point it at an online service, you consent on every
run, and every AI finding has to quote the page to be accepted.
Will it fill in the SBD forms for me?
It drafts them from your registry and the pack: names, numbers, dates and page-cited
facts. Prices, points claimed, yes/no declarations and signatures are left blank on
purpose.
What happens when I install a newer version?
Replace the app folder — by hand, or with the built-in update check if this copy was
given an update address. Records live outside the folder, so they are never touched.
There is no uninstaller and nothing is written to the registry.
Which tenders does it cover?
South African public tenders published through the National Treasury eTenders OCDS feed,
plus any pack you add yourself — including a pack a private buyer sent you.
